  2012 Annual Report


The BRICS Policy Center (BPC), was born of a partnership between the Institute of International Relations at PUC-Rio and Rio de Janeiro City, and celebrates its second year of activities as a think tank pioneer in the study of emerging countries, including the BRICS. The year-end report summarizes some of the main results of this partnership during 2012 and points out some directions for 2013.

  New Publication: “Responsibility to Protect and when Protecting and BRICS Positioning”

Policy Brief of the research group International Politics and Multilateral  Agenda

The concept of "responsibility to protect" was drafted in 2001 by the International Commission on Intervention and State Sovereignty, and in 2005, was adopted by the United Nations, the World Summit on the signed document after the meeting of the correspondent General Assembly

In 2011, the international political scenario was marked by discussions and debates about the "responsibility to protect" and on interventions in general, in which excelled the case of Libya. The president of Brazil, Dilma Rousseff, then introduced the concept of "responsibility when protecting", which speaks strongly with the previous concept. 

This paper seeks to make a brief analysis of the two concepts and then observe the placement of the BRICS against both. In conclusion, it seeks to develop reflections on the position of the BRICS countries on the issue and the impact of the emergence of the concept of "responsibility when protecting" in discussions about the "responsibility to protect" and interventions in general.

  Workshop: “The BRICS and the Mega-Sporting Events”

Workshop "The BRICS and Sports Mega-Events"
  On December 7th and 8th, 2012 the BPC - in a partnership with the Sport Ministry - held the workshop “The BRICS and the Mega-Sporting Events”.The event consisted of five tables with participation of expert foreigners at the themes. They discussed the experiences of Russia, India, China and South Africa hosting the World Cup and Olympic Games, aiming to identify common challenges and innovative solutions relevant to Brazil.

On December 11th, Dr. Meena Krishnendra (Jawaharlal Nehru University, New Delhi), visiting researcher and cooperator at research core of Economic and Policy Review of BPC, presented the Colloquy "BRICS, Looking to the Future: A Critical Geopolitical Analysis.

The event was held in the library of the BPC and was attended by about 15 researchers and other spectators.

  BPC Researchers visit International Relations Center of Fiocruz


On December 4th , 2012, the BPC researchers and postgraduate students of IRI-PUC-Rio visited the International Relations Center of Fiocruz in Manguinhos, accompanied by Prof. Adriana Erthal Abdenur.

They discussed international relations in the area of health, the role of FIOCRUZ in the South-South cooperation, and public health issues in the WTO and Unasur, and collaboration in research and training in the area of international relations, as well as issues regarding compulsory licensing for medicines, and South-South cooperation.

Civil G20 Conference


Professor João Pontes Nogueira attended on December 12th and 13th, the meeting "Civil G20", in Moscow, in order to promote political dialogue between the leaders of the G20 countries and representatives of civil society organizations that work with issues related to the agenda of the Summit, making substantial contributions.

 Upcoming events



BPC in the preparations for the Forum

The fifth meeting of Heads of State of the BRICS countries will take place in March 2013 in Durban, South Africa. The BRICS Policy Center has been participating of the preparations for the Think Tanks Forum, which will take place two weeks before the next summit. The BPC will also participate of workshops in Durban and other initiatives organized in partnership with think tanks South Africans. Before and after the summit, the BPC will hold seminars and disseminate publications on the agenda of the BRICS. More information is coming soon in the next edition of the newsletter in February, 2013.
